Purpose
1. To invite the Committee to consider its approach to the scrutiny of Bills referred to in paragraph 2 below.

3. Under Standing Order 21 the role of the committee includes considering and reporting on:
(a) the appropriateness of provisions in Assembly Bills that grant powers to make subordinate legislation to Welsh Ministers, the First Minister and Counsel General;
(b) any legislative matter of a general nature within or relating to the competence of the Assembly or Welsh Ministers.
Consideration
4. Legal briefing notes on the regulation and order making powers contained in the Bills will be provided to Members.
5. Members will wish to consider whether they would like call in the Member of charge to give evidence in respect of each of their Bills.
6. Members will also wish to consider whether they would like to call in the relevant Minister to give evidence in respect of Bills for which backbench AMs are the Members in charge.

7. Members are invited to agree their approach to taking evidence in respect of the above Bills.
